Biography
I am an inventor and entrepreneur. Honorary Consul of Brazil in four regions of Ukraine. I work at the intersection of AI governance, digital trust infrastructure, and international cooperation.
Born in 1976 in Ukraine, I hold three university degrees — in Law, Economics, and Intellectual Property and Innovation Management — and the academic degree of Candidate of Sciences in Public Administration (Ph.D.), conferred in 2020 at the University of Customs and Finance, Dnipro. My doctoral dissertation examined mechanisms of state administration for the internationalisation of higher education in Ukraine.
My professional focus has shifted progressively toward autonomous AI systems, digital trust infrastructure, and the governance mechanisms required for the emerging autonomous economy. Since 2025, I have been developing EVOLENTITY — an independent, neutral trust measurement infrastructure for autonomous AI agents — through InterAlliance OÜ, a technology company registered in Estonia within the European Union.

A patent portfolio spanning seven rings.
I am the sole inventor of a portfolio of sixty-six filed national applications and nineteen international PCT families, spanning seven rings — from foundational identity and governance, cryptoeconomic credit and financial-agent governance, to a post-quantum trust ring and the governance of physical actions taken by autonomous systems. Of the sixty-six, forty-seven are already carried into the nineteen PCT families; the remaining nineteen are pending PCT.
All filings are routed through WIPO with the European Patent Office as International Searching Authority.
