Born in 1976 in Ukraine, I hold university degrees in Law and in Intellectual Property and Innovation Management, and the academic degree of Candidate of Sciences in Public Administration (Ph.D.), conferred in 2020 at the University of Customs and Finance, Dnipro. I am also an attorney-at-law admitted to the Ukrainian Bar since 2010. My doctoral dissertation examined mechanisms of state administration for the internationalisation of higher education in Ukraine.

My professional focus has shifted progressively toward autonomous AI systems, digital trust infrastructure, and the governance mechanisms required for the emerging autonomous economy. Since 2025 I have been developing EVOLENTITY — an independent trust measurement infrastructure for autonomous AI agents.

Author of books including “#MEGA / Manifest for European Governance of Agents”.

A formal diplomatic channel between the Federative Republic of Brazil and the Dnipro region of Ukraine — supporting bilateral economic, cultural and humanitarian cooperation, and providing a bridge between Latin America and Ukraine across business, science and policy.

Accredited via the Ministry of Foreign Affairs of Ukraine. Recognised by the Order of the Orthodox Church of Ukraine (2021) for cross-border humanitarian engagement.
